        Rare earth market update on December 5, 2025

        This week, the price trends of mainstream domestic light and heavy rare earth products showed clear divergence: praseodymium-neodymium prices experienced a surge followed by a pullback, while dysprosium-terbium prices continued their weak downward consolidation. Under this market condition, trading activity remained low with few transactions. According to CTIA GROUP LTD, slow downstream demand follow-up, insufficient support from production costs for product prices, and relatively ample spot supply in the market are the main factors restricting further upward movement of mainstream light rare earth prices while also causing heavy rare earth prices to decline again.

        According to CTIA GROUP LTD, this week praseodymium-neodymium oxide prices increased by approximately RMB 32,000/ton, up 5.css5.73%; praseodymium-neodymium metal prices increased by approximately RMB 35,000/ton, up 5.11%; terbium oxide prices decreased by approximately RMB 120,000/ton, down 1.83%; dysprosium oxide prices decreased by approximately RMB 60,000/ton, down 4.03%; 55N neodymium-iron-boron blank prices increased by approximately RMB 8/kg, up 3.02%; neodymium-iron-boron scrap (praseodymium-neodymium) prices increased by approximately RMB 25/kg, up 4.24%. From this, it can be seen that praseodymium-neodymium prices rose this week, while dysprosium-terbium prices fell.

        On the news front, on November 24, 2025, the Ministry of Finance and the State Taxation Administration jointly issued an announcement clarifying the implementation caliber of relevant resource tax policies. The announcement states that rock-type rare earth concentrate (including bastnaesite concentrate, monazite concentrate, and mixed rare earth concentrate, etc.) produced by taxpayers through washing and other primary processing of mined light rare earth ore shall be subject to resource tax as light rare earth beneficiation products; rare earth material liquid, rare earth carbonate, rare earth oxalate produced by taxpayers from mined ionic rare earth ore through ion exchange principle and other processes, and mixed rare earth oxide produced through burning, oxidation and other processes, shall be subject to resource tax as medium and heavy rare earth beneficiation products.
